About Us

Infrastructure Consulting LLC is a specialist project management and consulting company that, over the last years, has provided project management and specialist consultant and technical services in more than projects in Tajikistan and Central Asia region. Our clients include bilateral and multilateral aid agencies, governments and private companies.

Infrastructure Consulting LLC has established international networks and knowledge of government and institutional procedures together with the necessary mix of technical, financial and management skills. Its professional team of consultants has developed proven procedures in project design, personnel deployment, equipment procurement, financial management and project management.

Learning from our experience, we are particularly aware of and responsive to the client's needs and to local knowledge and development contexts. Adaptability and resourcefulness are crucial factors in the international development work in which Infrastructure Consulting LLC specializes. We are proud of our record of efficiency in managing multi-disciplinary teams and delivering a quality service on time.

We have over staff in our head office in Dushanbe, Tajikistan and employ at any one time approximately project advisors working in countries.

Infrastructure Consulting LLC has developed a web-based project management system to support the in-country management of all projects, providing online access to Infrastructure Consulting LLC systems and up-to-date financial and management reports.

Infrastructure Consulting LLC has an extensive range of networks within the public and private sectors and is able to call on the expertise of these organizations to assist in the provision of specialist project services. Infrastructure Consulting LLC also has links with international organizations and is able to utilize them to source expertise and suitably qualified consultants.

Infrastructure Consulting LLC is involved in a diverse range of projects that continually challenge our organization and from which we learn, thereby increasing our capacities and the upgrading of our systems for future projects. However, there are consistent principles that guide our contributions to all projects:

Flexibility – the early stages of a project may require changes to the initial project plan as a project develops and participants gain skills and insights that reveal new needs or priorities to be met by the project, ones which, can only be met if the approach is open and flexible.

Training – as a precondition for sustainability, counterpart and community participants should have the maximum opportunity for formal and informal hands-on training.

Capacity Building – we work to develop capacity at the individual skill level, the institutional level (through establishing roles and responsibilities in the organization) and the systems level (with policies, procedures and communication systems).

Sustainability – we aim to achieve the stated project objectives through developing the capacity and capability of counterparts and organizations, with the result that the achieved objectives are sustained long after the formal completion of the project and become the basis for future efforts.

Equity – we at all times endeavor to apply equity principles and practices.

Participatory Approach – our consultants, technical specialists, and field workers work with counterparts in order to utilize their strengths and knowledge and to advance the education and training of all.

Mr. Khujanazar Aslamshoev is Managing Partner heading legal practice of Infrastructure Consulting LLC. He has over ten years of on-the-ground experience in the infrastructure and consulting services in Tajikistan and Kyrgyzstan. His infrastructure and energy sectors experience marries deep technical knowledge and proven managerial abilities. He has a clear, broad-based understanding of energy sector restructuring, governance, and economic development needs, and has significant experience in project/program development. Mr. Aslamshoev has very strong relationships with the Government of the Republic of Tajikistan, Ministry of Energy and Water Recourses, OHSC Barki Tojik, State Committee of Investment and State Property Management, Tax Committee under the Government, Ministry of Education and Science, Academy of Science, Committee on Architecture and Construction, Main Department of Geology, local state authorities of Khatlon, Sugd and Badakhshan region as well as with donor and development partners.


Mr. Furugh Usmonov is the Managing Partner heading the economic and technical practices of Infrastructure Consulting LLC. He has over 10 years of professional experience including 4 years in promoting energy development in the Republic of Tajikistan. During the last 4 years, being the advisor to the project CASA 1000, he participated in the development of a baseline of power supply and demand by considering the impact of climate change, especially effect of melting of glaciers towards the electricity generation by the hydropower plants. Mr. Usmonov has a rich experience over the important economic and legal international instruments in the development of the strategy on RES & EE, creation of financing schemes for RES & EE projects, international energy trade. In recent years Mr. Usmonov has worked closely with high-level government officials Ministry of Energy and Water Resources, Barki Tojik, Ministry of Economic Development and Trade, Ministry of Finance, Anti-Monopoly Agency, Committee for Environment Protection under the Government of the Republic of Tajikistan, etc.), international financial institutions and donor organizations.
